This Professional Meeting will discuss the Government Consultation ‘High Value Council Tax Surcharge’ that was published on 19 May 2026 with a closing date for responses of 14 July 2026. The Panel will debate and share their thoughts on the questions contained within the Consultation. This will help inform both the Institute and delegates as they respond to MHCLG / HMT / HMRC.
This Professional Meeting will be a practical discussion focusing specifically on the CRF Crisis Payment element. In particular, what lessons maybe learned from those who have been administering the Scottish Welfare Fund, how to approach the assessment of applications and how policies may already have been changed to reflect the first few months.

This one-day Upskilling Session is to be delivered virtually by Gary Watson IRRV (Hons), Chief Executive, IRRV and Adam Fairclough IRRV (Hons), Apprenticeship and Training Officer, IRRV. It will look at the role played by the Council in the Magistrates Court and be of interest to practitioners working in council tax and / or non-domestic rate. This includes those who represent the Council in the Magistrates Court.
The course is essential for those Revenues and Enforcement practitioners engaging with customers either face to face or through Customer Interface channels. Delegates will understand how customers can be potentially vulnerable and how to achieve successful outcomes in both safeguarding / signposting and achieving debt resolution. The agenda also includes dealing with suicidal disclosures and the imminent ECB Vulnerability standards for both Agents and Enforcement Agencies.
As local authorities and other organisations continue to refine their recovery procedures, a key objective will be to make payment arrangements based on debtors' ability to pay whilst helping those facing cost of living challenges. To achieve this, direct verbal contact with debtors will be critical. Staff will, therefore, need to be equipped with the necessary communication and negotiation skills.

These days where rates avoidance and freeman of the land type challenges are common place, this half day course is essential for those staff responsible for representing the Local Authority in the Magistrates court in obtaining Liability Orders for both Council Tax and NNDR, covering commonplace challenges, the conduct, rules and presentation of evidence, the course goes on to deal with set aside applications and the court procedures for dealing with contested hearings.
As Housing Benefit is still in payment for new and existing supported and temporary accommodation and is likely to be for some time this course is aimed at those Housing Benefit officers dealing with these complex claims. This course would also benefit those Landlords and Housing Association that are looking to invest in these properties.

It will give delegates an invaluable introduction or refresher to the administration of NDR in Scotland. It will be of interest to local authority staff and others, such as Sheriff Officers’ staff and recovery agents.
