It will look at the role played by the Council in the Magistrates Court and be of interest to practitioners working in council tax and / or non-domestic rate. The 1st April 2025 will see the introduction of exceptions from the council tax premium for long term empty properties and second homes. This session will look at the legislation and the government guidance behind each of the new exceptions and how the different exceptions interact with each other.

As local authorities and other organisations continue to refine their recovery procedures, a key objective will be to make payment arrangements based on debtors' ability to pay whilst helping those facing cost of living challenges. To achieve this, direct verbal contact with debtors will be critical. Staff will, therefore, need to be equipped with the necessary communication and negotiation skills.

The session will look at when an interest calculation and payment is applicable following an amendment to the rating list. It will cover how the level of interest is calculated and how it can vary depending on the circumstances of the amendment.
