Harrow Council is the 12th largest London borough by area and one of the most culturally diverse local authorities in the UK, making it a great place to live, work and visit. It is easily accessible to the M1, M25 and A406.

Harrow Council is looking for a Senior Revenues Inspector to work within the Council Tax & Business Rates team on a Permanent Contract. This role has been created due to the demands following the changes in Business Rate Retention and the commencement of the London Pool Pilot as well as recognition of the Council’s increasing reliance on local taxation income. This role is a key post and will be required to produce reports for Senior Management audiences explaining progress on projects and taxbase projections to feed into future budgets.


The post holder is responsible for ensuring effective and efficient property inspections, updating of the systems, issuing of completion notices, identification of new and altered properties, reviews of reliefs, discounts and exemptions and ensuring the integrity of the rating and valuation list to maximise yield and support the Council’s local taxation tax bases. Valuation knowledge and practical experience in a valuation and/or inspection team is critical to carry out this role.


The post holder will report directly to the Revenues Team Leader and will be responsible for reviewing and monitoring internal planning information to ensure that changes to properties and new assessments are identified promptly and accurately so that charges can be raised.


In addition, the post holder will work with consultants and representatives of the London Pool to ensure best practice and participate in income maximisation programmes as well as exploring the better exchange of internal information so the ability to build and develop relationships is a key part of this role.  


The role will have direct supervision of a Revenues Inspector reporting to them who will carry out the bulk of the property inspections.

To be successful in this role you would need to have the below skills & experience:

  • Detailed knowledge of Council Tax & Business Rate regulation
  • Extensive inspection experience for Council Tax & Business Rate Purposes
  • Experience of preparing reports for internal and external audience
  • Experience of supervising staff
  • Ability to liaise, build and preserve relationships with internal and external partners
  • Effective organisational skills and experience of prioritising own workload with minimum supervision and to set deadlines
  • Must possess a clean Driving Licence and own a vehicle with appropriate business insurance.
